Obituary for James Lowery

James A. Lowery, age 86, of Golconda, IL passed away Saturday morning, Sept 14, 2013 at 6:40 AM in Lourdes Hospital in Paducah, KY.
Mr. Lowery was born June 20, 1927 in Rosiclare, IL to Charles Wilburn and Anna Bell (Turner) Lowery. His family purchased a house and moved to Golconda in 1941.
He graduated from Golconda Community High School. He was a member of the College Heights Baptist Church in Eldorado, IL and for many years has faithfully attended church services at the First Baptist Church in Golconda.
He was owner of Lowery's Grocery store in Golconda from 1955-58 and from 1963-78. He worked as a news correspondent for the WMOK Radio Station from 1952-2000 and for the Paducah Sun-Democrat from 1968-77. He worked at the Golconda Job Corps Civilian Conservation Center as Transportation/Supply Clerk and served as Administrative officer from 1967 to 1990.
He served in many public service areas in Golconda and Pope County during his lifetime. Mr. Lowery served three terms as Mayor of Golconda from 1977-1981, 1981-85 and 1989-1993. He was a charter member of the Southern Illinois Mayors Association.
Mr. Lowery served on the Golconda Public Library Board from 1967 until the time of his death and as its president from 1968-1999 and as vice-president from 1999 to 2000. He was the longest serving public library board trustee in the state of Illinois. He served as a Shawnee Library System trustee from 1974-76 and was a member of the Illinois Library Association Board of Trustees. He was a regional delegate to the U.S. President, White House Conference on Libraries.
He served as Justice of the Peace for Pope County from 1957-65 and as Golconda City Treasurer from 1958 - 69. He served as acting Pope County Coroner for two years and as deputy Pope County Coroner for four years.
He served as Pope County Deputy Sheriff for 6 years being appointed in l972 and l980 and as Pope County Sheriffs Communication Officer for four years and as a State's Attorney Office Investigator for four years. Chief Judge Gerald Trampe appointed him as Pope County Magistrate of the Circuit Court from 1964-65.
He was a member and trustee of the Golconda/Pope County Chamber of Commerce and served as vice president in 1986 and as president in 1987. He was a charter member of the Pope County Historical Society in 1966 and served as its treasurer from 1966-77 and its president from 1977-82.
He was appointed a member of the Family Council Agency in Pope County l977 and served as its president. He was also a member of the Family Council Tri/County (Hardin, Pope-Johnson.) He was a Boy Scouts of America member and den chief of Golconda Troop Seven and served as committeeman and treasurer of Pope County troop Ninety-two.
He became a member of the Golconda IOOF Lodge 292 in 1973 as noble Grand in 1976, Past Grand in l971, Lodge Deputy in l978, 1990, 1995 and 1996, and received the Grand Lodge Degree in 1996.
He was appointed Director of the Economic Stabilization Board of Pope County in 1970. He was a member and served as treasurer of the Shawnee Hills Recreation, Pope County Chapter and the Pope County Beautification Board. He was a member of the Pope-Hardin Farm Bureau from 1965 to the present time.
He served as a U. S. Department of the Air Force WWII ground observer in Pope County. He served as a member of the Civil Defense of Pope County and Golconda in 1953, was appointed as assistant director from l962-73 and as director from 1973-79 and was a member of the Civil Defense Council of Illinois in 1977.
Mr. Lowery received the honor of being named a "Kentucky Colonel" in 1979 by Kentucky Governor Julian Carroll.
He earned numerous training course and college hours in the following areas: accounting, budget preparation for law enforcement executives, executive training for law enforcement administrators, conference on exploring government, industry, labor, education, partnership, intergroup relations, transaction analysis, medical self - help, first aid, CPR, drug abuse seminar, hazardous materials, advance seminar on civil preparedness defense, explosive investigation seminar, explosive reconnaissance coordinator, defensive driving, advance driving for law enforcement officers, radar operation, police traffic radar instructor, arson seminar, arson investigation, crime scene evidence collection and analysis, law enforcement photography, baton training, mandatory firearms training, and breath-alcohol equipment operator.
Mr. Lowery enjoyed spending some of his free time taking photographs of old barns and buildings and the beautiful natural scenery of southern Illinois and shopping for a variety of stuffed plush animals such as teddy bears to give to his family members or for making displays in the Golconda Public Library for the children to enjoy.
He is survived by a sister, Sarah Doerner of Du Quoin, IL, five nieces. Emma O'Brien Joiner of rural Golconda, IL, Marie Warren of Golconda, IL, Annette Tapp and Crystal Purcell of Owensboro, KY and Gail Lowery of Arkansas; a nephew, Carlton Doerner of Du Quoin, IL, a grandnephew and his wife, Shawn and Jennifer O'Brien of Suffolk, VA, two great-grandnephews, Quaid O'Brien of Suffolk, VA and Daniel Tapp of Owensboro, KY, and three great-grandnieces, Kristen and Cierra Robinson of Owensboro, KY and Madison O'Brien of Suffolk, VA.
He was preceded in death by his parents, an infant brother, Eugene Lowery; a brother, Charles A. Lowery; a sister, Grethel Warren; brother-in-laws, Bandy Warren and Carroll Doerner, and two nephews-in-law, Richard O’Brien and Deon Jointer.
     Funeral services will be held at 11:00 AM ,  Friday, Sept. 20, 2013 at the Aly Funeral Home in Golconda, IL with Pastor Jeremiah Burdon officiating.  Burial will be in the Peters Creek Cemetery near Elizabethtown, IL.  Visitation will be held at the Aly Funeral Home in Golconda on Thursday, Sept. 19 from 5:00 PM to 8:00 PM. Visitation will also be held Friday, Sept. 20 from 9:00 AM until time of service.
Memorials may be made to the Golconda Public Library (PO Box 523, Golconda, IL 62938) or to the Pope County Historical Society (PO Box 837, Golconda, IL 62938) and will be accepted at the funeral home.
